Yes, you can always drop off the car any time you want, using the key drop box facility.
Is the rental place within walking distance from the Gare de Rouen ?
When you did a search and cars are shown the page is set "SORT by PRICE" you can change this to "SORT by DISTANCE"
At the top right hand side of the page. The pick up location is at the Train Station or very close
